To become a Children's Book Illustrator you don't actual need to get a degree, but it is generally preferred by potential employers to have a bachelor's degree in art or illustration. Responsibilities do vary between children's book illustrators, but some common responsibilities are collaborating with authors to develop ideas for artwork, designing artwork and pictures for books, and reading children's books often to monitor industry trends. A college program in illustration will help teach you how to use visual art to interpret the words of the author and a visual arts program is also a good choice for a degree to prepare for the job as it will give you a good background in different styles of illustration. A Master of Arts program would also help future children's book illustrators build their styles and skills. Top illustration schools in the US to set someone up on a good path for children's book illustration are School of Visual Arts, Rhode Island School of Design, and ArtCenter College of Design. I struggled to find specific program names, but from my research I determined that the School of Visual Arts in New York probably has the best program for illustrators and future children's book illustrators.
